Licensing status and regulatory position

Nigerian gambling regulation is not settled into a single national framework. Authority is contested between federal and state bodies, and a 2024 Supreme Court judgment strengthened the position of state regulators — the Lagos State Lotteries and Gaming Authority chief among them — relative to the National Lottery Regulatory Commission (NLRC), which has historically licensed operators at federal level. Where we state that an operator holds a Nigerian licence, we name the issuing authority and the licence reference where one is published. Where an operator is offshore-licensed only — commonly through Curacao or Anjouan — we state that plainly, and we note that an offshore licence gives no Nigerian regulatory recourse if a dispute arises. We do not treat an offshore licence as equivalent to Nigerian oversight, and we do not describe betting as illegal for the player under either licensing route.
